    Bidding and Contract Officer

    Reporting to: Sales Manager – Corporate.

    Duties & Responsibilities:

    •Identify and track tender opportunities from government entities, parastatals, private sector clients, and development partners.
    •Monitor procurement portals and publications, including PPDA and other relevant platforms.
    •Maintain an up-to-date tender register and opportunity pipeline.
    •Coordinate the preparation of complete bid submissions, including technical, commercial, and statutory documentation.
    •Liaise with internal departments such as Sales, Finance, Production, Logistics, and Legal to gather required inputs.
    •Ensure all bids strictly adhere to tender instructions, formats, and deadlines.
    •Ensure compliance with the PPDA Act and Regulations and other applicable procurement laws.
    •Maintain up-to-date compliance records, including tax clearance, licenses, bid securities, guarantees, and certifications.
    •Ensure ethical bidding practices and confidentiality of bid information.
    •Coordinate accurate and timely submission of bids (physical and electronic).
    •Maintain records of all submitted tenders, securities, and acknowledgements.
    •Track tender deadlines and manage bid validity periods.
    •Handle bid clarifications, presentations, and negotiations with clients.
    •Monitor tender outcomes and document reasons for success or non-selection.
    •Maintain a database of awarded, pending, and unsuccessful bids.
    •Support the transition from tender award to contract execution.
    •Assist in contract review to confirm alignment with the awarded bid.
    •Coordinate issuance of performance bonds and contractual documentation.
    •Prepare periodic reports on tender activity, success rates, and market trends.
    •Analyse bid performance to recommend improvements in bidding strategy.
    •Provide management with visibility on upcoming opportunities and sector trends.
    •Perform any other duties as assigned by Management.

    Academic Qualification, Skills & Experience:

    •Bachelor’s degree in business administration, Procurement, Engineering, Supply Chain, or related field.
    •CIPS, CPSM, or procurement/contract management training is added advantage.
    •3–5 years’ experience in tendering, bidding, or procurement, preferably in manufacturing, construction, or infrastructure.
    •Experience with government and large-scale private sector tenders in Uganda.
    •Knowledge of Ugandan procurement regulations and procedures.
    •Strong analytical, documentation, and communication skills.
    •Ability to work under pressure and maintain confidentiality.
